Adds new subsection R to Arizona Revised Statutes section 36-2903 establishing requirements for any electronic visit verification (EVV) system implemented by AHCCCS for personal care services and home health care services.

Limits EVV systems to verify only six specific data points: date of service, location of service, name of service provider, type of service, name of service recipient, and service start and end times.

Prohibits EVV systems from collecting or verifying any information beyond these six specified items for personal care and home health care services under AHCCCS and the Arizona long-term care system.

Reorganizes and clarifies the definition of "quality improvement activities" as requirements specified in federal law or by the Centers for Medicare and Medicaid Services to improve health care outcomes.
