Requires all school districts with existing sex education curricula to provide medically accurate, developmentally appropriate, and age-appropriate instruction for kindergarten through grade twelve students.

Mandates sex education instruction include teaching benefits of delaying sexual activity, proper use of contraceptives and barrier methods, healthy relationship skills, and laws relating to sexual conduct with minors for grades seven through twelve.

Establishes parental opt-out procedures allowing parents to request written permission before their child participates in sex education, with no disciplinary action or academic penalty imposed on students whose parents request exemption.

Requires school districts to make sex education curricula available for parental review, prohibits discrimination based on sex, race, ethnicity, disability, religion, sexual orientation or gender identity, and allows teachers to answer student questions related to course material.

Directs the Department of Education to adopt rules, maintain a list of approved curricula, designate instructor qualifications, and require school districts to report sex education curricula information to legislative leadership every two years.
