Adds a counseling exception to Arizona's parental consent requirement for abortion on unemancipated minors, allowing abortion without parental/judicial consent if a physician or counselor provides specified pregnancy information and counseling.

Requires counselors or physicians providing the exception counseling to objectively explain pregnancy alternatives including carrying to term, adoption/foster care, prenatal/postnatal care, and abortion, and to discuss involving parents or family members in the decision.

Mandates minors receive written confirmation that they have received counseling, can withdraw abortion decisions at any time, and have had adequate opportunity to ask questions about pregnancy, abortion, childcare, and adoption.

Requires the counselor or physician to sign and date confirmation forms and provide copies to the minor and attending physician for the medical record.

Maintains existing requirements for parental consent forms, notarization, confidentiality protections, expedited court procedures (48-hour rulings), and civil liability provisions for violations.
