Requires physicians to provide minors with specific informed consent information including confirmation of pregnancy, gestational age, and risks associated with the pregnancy and abortion procedure.

Maintains existing exceptions to parental consent including cases involving sexual abuse by family members, medical emergencies threatening the mother's life or health, and judicial bypass proceedings.

Specifies that informed written consent from a mentally and physically competent minor satisfies abortion consent requirements without requiring parental or judicial authorization.
