SB 1365 Summary

• Requires the executive director of the legislative council to prepare a racial impact statement upon written request of any legislature member analyzing how a bill would affect distinct racial or ethnic groups.

• Racial impact statements must analyze disparate impacts in eight areas: criminal justice, public health, education, public welfare, consumer protection, voting rights, child protective services, and housing.

• Prohibits bills subject to a racial impact statement request from being scheduled for third or final reading votes until the statement is issued within 15 calendar days.

• Defines "distinct racial or ethnic group" as any race or ethnic origin category identified by the U.S. Census Bureau in the most recent decennial census.

• Requires the legislative council executive director to immediately notify the chief clerk of the House and secretary of the Senate upon receiving a racial impact statement request.
