SB 1369 Summary

• Establishes a statewide large electronics recycling program requiring manufacturers of covered electronic devices (computer monitors, desktop/portable computers, and televisions with screens larger than 4 inches) to register with the department and submit collection plans beginning January 1, 2019.

• Prohibits manufacturers and retailers from selling covered electronic devices in Arizona unless the device is labeled with a registered brand and included in an approved manufacturer recycling plan.

• Requires manufacturers to provide free collection and recycling services to households and businesses statewide, with at least one collection site in every county and in cities with populations over 50,000, though pickup service is not required.

• Establishes a covered electronic devices fund financed through manufacturer registration fees, gifts, grants, and legislative appropriations (up to $500,000 annually from the recycling fund through July 1, 2021) to administer and enforce the program.

• Creates department duties including maintaining a public list of compliant manufacturers, reviewing and approving manufacturer plans, promoting collection opportunities, and issuing biennial reports to the legislature; program terminates July 1, 2028.
