Requires each school district and charter school to adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2019, with an exception if implementation would increase cleaning costs.

Amends energy conservation standards for public buildings to require state agencies, universities, school districts, and community college districts to purchase at least 10% of energy from green sources by July 1, 2023, and establishes leadership in energy and environmental design standards for existing and new state buildings.

Establishes the energy and water efficiency fund for public facilities administered by the Arizona Commerce Authority with $10 million available for loans to state agencies, universities, cities, towns, counties, and political subdivisions to finance energy and water efficiency measures, with loans repaid from energy and water savings.

Creates a green public schools task force with legislative and executive members to identify procedures for retrofitting public schools to meet leadership in energy and environmental design standards, recommend a model green cleaning policy, and provide recommendations on financing sustainable school construction by November 1, 2019.
