Adds definition of "hydraulic fracturing" to Arizona Revised Statutes § 49-201 as the process of pumping fluid into or under the ground surface to create fractures in rock for oil or natural gas production or recovery.

Prohibits any person from engaging in hydraulic fracturing in Arizona under new § 49-211.

Prohibits collecting, storing, or treating water in Arizona if that water is used in, generated by, or results from hydraulic fracturing.

Makes technical corrections to § 49-701 (solid waste definitions) and § 49-201 (water quality control definitions) including replacing "which" with "that" in multiple provisions.
