Repeals Arizona Revised Statutes sections 9-500.36, 9-500.38, 11-269.14, and 11-269.16 relating to energy measuring and containers.

Amends section 44-1648 to clarify that scrap metal dealer registration remains a matter of statewide concern and is preempted by the state.

Preserves local city, town, and county authority to enforce general business licensing laws for scrap metal dealers.

Exempts local licensing systems from state preemption if they include background checks, identification, or fingerprinting requirements for scrap metal dealer owners.

Grandfathers existing scrap metal dealer licenses that were current and in good standing before September 13, 2013, eliminating the need for reapplication unless specific changes trigger new filing requirements.
