Amends Arizona Revised Statutes section 42-17056 to allow community college districts to resubmit a proposed property tax levy for voter approval at least 20 but not more than 35 years after initial establishment of the levy.

The resubmitted levy amount must be no more than two times the otherwise authorized levy amount for that year and follows a three-year phase-in period if approved.

If voters approve the resubmitted levy, the district must implement it gradually: one-third of the increase in year one, two-thirds in year two, and full amount in year three and thereafter.

If voters disapprove the resubmitted levy, the district must continue using the previously authorized levy and cannot resubmit a new proposal for at least two years.

Appropriates $1,500,000 from the state general fund in fiscal year 2018-2019 to Coconino County Community College District for soft capital, equipment, and career and technical education programs.
