Changes the article heading of Title 36, Chapter 6, Article 12 from "PUBLIC HEALTH CRISIS" to "HIV ACTION PROGRAM"

Requires the Department of Health Services director to establish an HIV action program that completes a statewide HIV prevention and care needs assessment by November 1, 2020, targeting vulnerable populations including those with substance use issues

Mandates the program to identify community-based HIV service agencies, conduct outreach for HIV prevention and stigma reduction, develop social media initiatives for HIV testing engagement, and analyze assessment data annually to create training and education initiatives

Requires the department to submit a report to the governor, legislature, and secretary of state by January 1, 2021 detailing the needs assessment outcomes and the program's action plan

Program terminates on July 1, 2028 pursuant to Arizona's sunset review process
