Amends existing law requiring the Arizona Health Care Cost Containment System (AHCCCS) to issue semi-annual financial and program accountability reports on behavioral health services for children in the comprehensive medical and dental program through April 1, 2019.

AHCCCS reports must track by geographic service area: number of children receiving behavioral health services, new cases opened and closed, types of services provided and costs, and notices of action and appeals with their outcomes.

Requires the Department of Child Safety to issue quarterly financial and program accountability reports through December 31, 2020, tracking behavioral health services for foster care children who are Title XIX eligible by county.

DCS reports must include number and percentage of eligible foster children in care, new cases opened and closed, and nontitle XIX expenditures by service type that supplement regional behavioral health authority services.

Reports must be submitted to the governor, legislative committees, joint legislative budget committee director, governor's budget office director, and the secretary of state.
