Establishes a voluntary training program administered by the Department of Economic Security that allows individuals receiving unemployment benefits to participate in structured training through participating employers while continuing to receive benefits if unpaid.

Requires participating employers to have employees and at least one full-time position available in Arizona, provide training opportunities, sign written agreements with trainees, and ensure current employees are not displaced or lose promotion rights.

Requires participating individuals to be eligible for unemployment benefits, willing to develop new skills, continue seeking work unless exempt, and attend mandatory program orientation.

Clarifies that after the first four weeks of a benefit period, any employment offer paying at least 120 percent of the individual's weekly benefit amount is considered suitable work for purposes of disqualification.

Exempts the Department of Economic Security from rulemaking requirements for one year after the act's effective date to allow for program implementation.
