Amends Arizona Revised Statutes Section 15-756.09 to add English as a Second Language (ESL) and bilingual education endorsements alongside existing structured English immersion endorsement requirements.

Allows non-college/university training to substitute for required endorsement courses if the state board of education determines the training is comparable in amount, scope, and quality to college-offered courses.

Requires all approved teacher training programs that provide education degrees to include courses necessary to obtain a full structured English immersion, ESL, or bilingual education endorsement.

Clarifies that a structured English immersion endorsement cannot be required for teacher certification unless the teacher will teach in a sheltered or structured English immersion model, though school districts and charter schools may still require it as an employment condition.
