Allows continued regulation of occupations already subject to occupational fees or licensing requirements as of the effective date.

Permits cities, towns, and counties to impose new occupational fees or licensing requirements on structured sober living homes, adult service providers, and persons seeking employment in adult-oriented businesses.

Eliminates local occupational fees or licensing requirements if the state subsequently imposes a new occupational fee or licensing requirement on the same occupation that was not previously regulated by the state.

Freezes occupational fee amounts by prohibiting cities, towns, and counties from increasing any occupational fees on occupations currently subject to such fees.
