Amends Arizona Revised Statutes section 15-902.03 regarding average daily membership calculations for school finance purposes.

For fiscal year 2017-2018, unified school districts with student counts between 500 and 560 experiencing at least 5% enrollment decline compared to the previous fiscal year may use the prior year's average daily membership for funding calculations instead of the current year's lower count.

Allows affected small school districts to maintain prior year funding levels despite declining enrollment in the specified fiscal year.

Applies retroactively to June 30, 2017.
