Renumbers section 16-1103 to section 16-1101 in Arizona Revised Statutes.

Requires redistricting entities to prepare redistricting population data that reflects incarcerated persons at their residential addresses rather than at correctional facilities.

Prohibits incarcerated persons with unknown geographic locations from being used to determine ideal population for districts, wards, or precincts.

Requires the Arizona Department of Corrections to report prisoner information to the redistricting entity by May 1 of each decennial census year, including unique identifiers, facility addresses, last known addresses, and demographic information.

Mandates the redistricting entity complete and publish adjusted population data within 30 days of the federal Public Law 94-171 census data release and notifies local governments they must use this data for redistricting purposes.
