Removes outdated language requiring the Department of Environmental Quality to report annually on solid and hazardous waste revenues and expenditures beginning in 2014.

Changes the Brownfields cleanup revolving loan fund program from mandatory ("shall") to discretionary ("may") implementation by the director.

Updates water quality monitoring provisions to clarify that the director works "when appropriate" with the Arizona Department of Agriculture and Director of Water Resources.

Eliminates an outdated provision requiring the director to publish a list of existing facilities needing aquifer protection permits with processing deadlines for non-mining (January 1, 2004) and mining (January 1, 2006) facilities.

Makes minor technical corrections including changing "data base" to "database," "such" to "those," and clarifying transferability of fleet vehicle inspection certificates as prescribed by the director.
