Amends Arizona Revised Statutes Section 16-411 to establish a maximum of 1,250 registered voters from any single political party and 2,000 total registered voters per election precinct when precinct boundaries are established.

Requires county boards of supervisors to split or revise precinct boundaries at the next redistricting period if a precinct exceeds the voter limits specified in the legislation.

Removes a previous restriction that prevented boards of supervisors from changing precinct lines between July 31, 2008 and January 1, 2011, allowing for ongoing precinct adjustments.

Requires the secretary of state to establish maximum allowable wait times for elections subject to the Voting Rights Act and provide methods to reduce voter wait times in primary and general elections based on voter registration numbers and early voting patterns.
