Requires the Department of Administration, in consultation with the Department of Environmental Quality, to ensure all state agencies adopt and implement environmental justice policies providing meaningful opportunities for involvement regardless of race, color, ethnicity, religion, income, or education level.

Establishes an Environmental Justice Advisory Council with 15 members including representatives from grassroots organizations, environmental groups, civil rights organizations, business, government, and labor to advise on environmental justice issues and meet at least quarterly.

Creates a multiagency Environmental Justice Task Force led by the directors of Environmental Quality and Health Services to review environmental data, identify communities disproportionately impacted by industrial facilities, develop action plans addressing environmental burdens, and monitor implementation.

Allows community members to petition the task force regarding disproportionate exposure to environmental health risks, requiring the task force to select affected communities and consult directly with residents about concerns.

Sunsets both the Environmental Justice Advisory Council and the Environmental Justice Task Force on July 1, 2026 under Arizona's sunset law.
