Amends Arizona Revised Statutes section 49-171 to add a definition of "remedial action" as any action taken to investigate, monitor, assess, evaluate, develop, implement or operate systems to prevent, minimize or mitigate damage to public health, welfare, or the environment.

Adds a new definition of "remedial action" to the existing list of definitions in the voluntary remediation program statute, renumbering subsequent definitions accordingly.

Modifies the definition of "characterization" to clarify that it applies specifically to processes conducted pursuant to the article on voluntary remediation.

Renumbers definitions 8 through 11 to become definitions 9 through 12 to accommodate the addition of the new "remedial action" definition.
