Renames "human rights committees" to "independent oversight committees" throughout Arizona law governing developmental disabilities, children and youth services, and behavioral health oversight.

Expands the independent oversight committee on persons with developmental disabilities to include criminal justice expertise as a required area of knowledge for committee members.

Adds criminal justice and public safety expertise requirements to the independent oversight committee on the mentally ill, and establishes authority for committees to hold annual community forums.

Modifies information disclosure requirements to allow independent oversight committees to receive confidential client information from health care entities and the department of child safety without personally identifiable information unless required for official purposes.

Updates governance provisions to clarify departmental responsibilities, committee member selection procedures, and confidentiality requirements for committee members and consultants accessing sensitive client records.
