Adds a 72-hour waiting period before budget bills can be heard in any legislative standing committee after introduction.

Applies to three types of bills: the general appropriations bill, the capital outlay bill, and each budget reconciliation bill.

Creates a new section (41-1134) in Arizona Revised Statutes under Title 41, Chapter 7, Article 3 governing legislative standing committees.
