Repeals and rewrites Articles 4 and 5 of Title 41, Chapter 4, Arizona Revised Statutes, comprehensively restructuring the state personnel system for covered employees.

Changes suspension threshold for personnel board appeals from more than 80 working hours to more than 40 working hours.

Modifies the state personnel board's review standard from affirming agency decisions unless arbitrary and capricious to allowing the board to reverse actions found to be arbitrary, capricious, or contrary to law, with ability to modify penalties found disproportionate to proven offenses.

Establishes a new Special Market Adjustments Committee to identify job classifications eligible for salary adjustments based on turnover rates and comparable positions outside state service.

Updates references to renumbered sections throughout the code, including renumbering former section 41-783 to 41-785 and adding new section 41-783 for personnel rules provisions.
