Amends Arizona election law to authorize counties to establish voting centers where any county voter may vote and receive the appropriate ballot, which are deemed polling places on election day.

Allows counties to establish early voting drop-off centers in addition to designated polling places for voters to deliver voted early ballots.

Creates new provisions for voting center election boards, including allowance for minors aged 16+ to serve as clerks if they are U.S. citizens with parental permission and proper training.

Removes requirement that precinct lines remain unchanged between July 31, 2008 and January 1, 2011, allowing more flexibility in precinct boundary adjustments.

Repeals title 16, chapter 4, article 3 of Arizona Revised Statutes and makes clarifying amendments to early voting procedures and provisional ballot processes.
