Expands eligibility for empowerment scholarship accounts to include children in kindergarten through 12th grade beginning in the 2020-2021 school year, with phased implementation starting in 2017-2018.

Allows school tuition organizations to award scholarships up to the full cost of tuition for students whose family income does not exceed the reduced-price lunch threshold, beginning in 2019.

Changes annual scholarship cap increases from a flat $100 per year through 2018 to either the Metropolitan Phoenix consumer price index or 2 percent annually, whichever is greater, beginning in 2019.

Prohibits school tuition organizations from requiring applicants or families to provide goods or services in exchange for receiving educational scholarships or tuition grants.

Prevents students from simultaneously receiving scholarships from school tuition organizations and Arizona empowerment scholarship accounts during the same enrollment period.
