Establishes presumption that individuals licensed in other states with substantially equivalent requirements cannot face additional regulatory requirements to practice in Arizona unless addressing a specific harm unique to Arizona.

Adds new criteria for scope of practice expansion, including presumptions that properly trained and licensed health professionals are qualified to provide their full professional scope and that expanded professional services should be encouraged unless creating clear identified harm.
