Adds section 41-1604.21 to Arizona Revised Statutes governing inmate telephone system service contracts administered by the state department of corrections.

Prohibits the department from entering contracts that allow it to receive revenue exceeding reasonable operating costs for establishing and administering inmate telephone system services.

Bans specific contract terms including commissions, profit sharing, percentage payments, up-front signing bonuses, inflated rent payments, and provision of unrelated technologies.
