Allocates one million dollars annually from state lottery fund revenues to the Department of Education for funding the Office of Indian Education, with a requirement to use a portion for at least five full-time equivalent employee positions.

Expands the Office of Indian Education's technical assistance to schools and Indian nations to include professional development, data literacy, teacher recruitment and retention, native language development, fiscal management, family engagement, and incorporation of Native American culture into curricula.

Requires the Office of Indian Education to establish an Indian Education Advisory Council that includes at least parents who are not certificated teachers.

Mandates annual statewide native American education status reports to be submitted by the Office of Indian Education and school districts with tribal lands, including student achievement, school safety, dropout rates, attendance, and other educational performance metrics.

Requires at least annual meetings between representatives from Indian nations, state board of education, governor's office, legislature, superintendent of public instruction, and the Indian Education Advisory Council to evaluate and coordinate activities relating to Native American education.
