Amends Arizona Revised Statutes Section 15-393 to allow ninth grade students to be included in joint technical education district (JTED) funding calculations, changing the previous restriction that excluded students in grades kindergarten through eight.

Modifies language regarding when student counts and budget adjustments occur, replacing "prior to" with "before" May 15 for JTED student count revisions.

Establishes that ninth graders in JTED courses can generate average daily membership funding at centralized and leased centralized campuses, subject to existing caps and conditions.

Maintains restrictions on funding for students in kindergarten through eighth grade, except that eighth and ninth graders may be funded through the five-cent qualifying tax rate authorized for JTEDs.

Changes references to "the" joint district to "a" joint district in governance provisions describing JTED management and control responsibilities.
