Amends Arizona Revised Statutes section 36-2960 to require the Department of Economic Security to annually determine and report the cost-effective study rate for persons receiving developmental disability services to the Arizona Health Care Cost Containment System Administration by June 15 each year.

Requires the legislature to annually adjust the appropriation for developmental disability services according to the average annual percentage change in the metropolitan Phoenix-Mesa consumer price index published by the U.S. Department of Labor.

Appropriates $1,100,000 from the special administration fund in fiscal year 2018-2019 to the Department of Economic Security for services to persons with developmental disabilities whose costs exceed the current cost-effective study rate.
