Transfers administration of natural resource conservation districts from the state land department to the Arizona department of forestry and fire management, with the state forester serving as the state natural resource conservation commissioner.

Establishes a sixth management period (2025-2035) for active management areas with new irrigation water duties, conservation requirements, and alternative agricultural programs including a historic cropping program and best management practices program.

Creates a non-per capita conservation program for municipal water providers in the sixth management period requiring implementation of specific water conservation measures as an alternative to per capita conservation requirements.

Requires the director of water resources to prepare a desalination action plan identifying areas with brackish groundwater and evaluating the feasibility and cost of treatment and brine disposal by September 30, 2019.

Adds the state forester as an ex officio member of the Arizona water protection fund commission and modifies water transport approval procedures to require director notification to legislative leadership upon approval of applications to transport water out of state.
