Director of Department of Water Resources must prepare a desalination action plan identifying areas within Arizona where significant amounts of brackish groundwater exist.

Plan must estimate costs to treat and deliver brackish groundwater for economically viable use and identify areas of the state that would benefit from treated brackish groundwater.

Plan must identify potential funding sources for treatment and delivery and evaluate feasibility and cost of disposing brine product resulting from desalination treatment.

Director must evaluate potential impacts to water supplies of existing water users in areas where brackish groundwater would be withdrawn and assess potential binational agreements or projects related to brackish groundwater or seawater treatment.

Initial desalination action plan due to Governor and Legislature by September 30, 2019, with subsequent reports submitted every two years thereafter.
