Amends Arizona Revised Statutes section 45-292 to clarify that water transport approval applies to surface water, groundwater, and other types of water from the state.

Requires the director to notify the president of the senate and speaker of the house of representatives upon receipt of an application to transport water out of state.

Establishes that the director shall set application fees by rule and deposit all fees received into the water resources fund.

Adds a requirement that if the director approves an application, the director must notify the legislature of the approval.

Maintains existing prohibitions against transporting water allocated to Arizona by federal law or interstate compact.
