Designates the use of groundwater to water plants in containers on or above ground as a non-irrigation use in active management areas.

Allows holders of irrigation grandfathered right certificates in initial active management areas to use groundwater for watering containerized plants grown for sale, human consumption, or livestock feed on their certificated acres.

Requires separate measurement of groundwater used for containerized plants versus irrigation uses, with combined usage limited to the irrigation water duty allowed for the farm.

Prohibits flexibility account credits from being registered for farms using groundwater for containerized plants under this section in any given year.

Permits certificate holders to request separation of their grandfathered right certificate into two separate certificates—one for containerized plant irrigation and one for traditional irrigation use—provided neither resulting certificate has fewer than two certificated acres.
