Extends Arizona's groundwater management framework by adding a sixth management period (2025-2035) with management plans to be adopted by January 1, 2023, replacing the previous five-period system.

Establishes a non-per capita conservation program for municipal water providers in the sixth management period requiring implementation of conservation measures from a director-approved list, with exemptions for assured water supply providers and small municipal providers.

Creates alternative agricultural conservation programs including a historic cropping program and best management practices program for irrigation grandfathered rights holders as alternatives to traditional irrigation water duties.

Requires the director to evaluate conservation requirements and irrigation water duties for both fifth and sixth management periods and submit findings and recommendations to the governor and legislature by December 31, 2030.

Makes conforming amendments to definitions, management plan guidelines, variance procedures, and administrative review provisions to incorporate the sixth management period into Arizona's groundwater management statutes.
