Amends Arizona Revised Statutes Section 45-101 to modify the definition of "effluent" in water law.

Allows the Department of Water Resources to use the term "recycled water" in departmental informational materials as an alternative reference to "effluent."

Defines effluent/recycled water as water collected in a sanitary sewer and subsequently treated in a facility regulated under Arizona Title 49, Chapter 2.

Specifies that water retains its classification as effluent until it acquires the characteristics of groundwater or surface water.
