Amends housing assistance program in section 8-462 to clarify that case "record" (not "plan" or "notes") must document lack of adequate housing, family barriers, phaseout plans, and family financial information.

Expands kinship foster care program in section 8-514.03 to allow placement with persons having significant relationships with children (not just relatives) and requires biannual performance reports to the legislature on placements, demographics, services, and costs.

Restructures reporting requirements in section 8-526 to make child welfare data available on a semiannual, annual, and monthly basis on the department's website in downloadable format, including caseloads, investigations, placements, foster home statistics, and workforce metrics.

Modifies substance abuse treatment fund in section 8-812 to change reporting requirements, making information available on the department's website only if the legislature appropriates monies to the fund.

Repeals section 8-818 and requires the department to submit its first semiannual report by September 30, 2018, with recommendations on necessary reporting changes due by December 31, 2018.
