Establishes an emergency severe threat order of protection in superior court allowing peace officers to take persons into custody who pose significant danger of causing death or serious physical injury to self or others, with court hearings within 72 hours and firearm restrictions.

Creates a Center for School Safety within the Arizona Counter Terrorism Information Center to operate an anonymous safe schools hotline for reporting dangerous or violent activity on school campuses, transportation, or school-sponsored events.

Requires school districts and charter schools to implement comprehensive school safety measures including emergency response plans, visitor identification requirements, crime reporting policies, and agreements with law enforcement for school resource officers and active/reserve peace officers on campus.

Mandates suicide prevention and mental health first aid training for teachers and school personnel working with grades 6-12, with evidence-based materials provided by Arizona Health Care Cost Containment System Administration.

Appropriates $10.7 million total including $5.5 million for school resource officers, $3 million for behavioral health services in schools, $597,800 for center for school safety operations, and $600,000 for upgrading criminal history database systems.
