Amends radiation control fee distribution to deposit first $300,000 annually to state general fund, then 90% of remaining fees to health services licensing fund and 10% to state general fund, while repealing separate radiation regulatory fee fund.

Consolidates radiologic technologist certification fees into health services licensing fund by repealing the separate state radiologic technologist certification fund and transferring all unexpended monies.

Sets behavioral health inpatient facility reimbursement at 90% of capped fee-for-service schedule when no contract exists between facility and contractor/regional behavioral health authority, effective for admissions on or after July 1, 2018.

Establishes county contributions for Arizona long-term care system and acute care for fiscal year 2018-2019, with specified amounts for each county and mechanisms for state treasurer to withhold payments if counties do not contribute required amounts.

Authorizes department of health services to increase radiation control bureau fees up to $561,000 in fiscal year 2018-2019 without rulemaking requirements until July 1, 2019, with revenues deposited to health services licensing fund.
