Amends Laws 2017, chapter 311, section 4 to extend the deadline for the auditor general's report on the Department of Child Safety's caseworker caseload standards from December 31, 2018 to December 31, 2020.

Allows the Department of Economic Security to reduce maximum income eligibility levels for child care assistance during fiscal year 2018-2019 to manage within appropriated funds, with required notification to the joint legislative budget committee within 15 days of implementation.

Permits the Department of Economic Security to use fiscal year 2018-2019 appropriations from the special administration fund and spinal and head injuries trust fund for adult services, domestic violence prevention, and the Arizona early intervention program, notwithstanding existing statutory restrictions.

Requires the Department of Economic Security to screen and drug test adult TANF cash benefits recipients when there is reasonable cause to believe they use controlled substances illegally, with positive test results making recipients ineligible for one year.

Mandates a joint report from the Arizona Early Childhood Development and Health Board and Department of Child Safety to the joint legislative budget committee by February 1, 2019 on their collaborative efforts to address child welfare issues and coordination with community groups.
