Amends Arizona law to require all paid circulators (and non-resident circulators for statewide measures) to register with the secretary of state before circulating initiative and referendum petitions.

Redefines "paid circulator" to mean any person receiving monetary or other compensation for obtaining signatures or circulating petitions, with an exception for political committee employees unless they obtain 200 or more signatures in an election cycle.

Establishes that circulators must consent to Arizona court jurisdiction, designate a state address for service of process, and that failure to register or comply with subpoenas results in invalidation of signatures collected.

Allows any person to challenge circulator registrations in superior court within 10 business days of petition filing, with appeals available to the state supreme court within 5 days, and requires prevailing parties receive reasonable attorney fees.

Specifies that removal of individual circulators does not invalidate random signature samples or require additional sampling by the secretary of state.
