SB 1531 Summary

• Requires each licensing authority to provide digital recordings of all public meetings (excluding executive sessions) in addition to existing title 38 requirements.

• Mandates licensing authorities post meeting recordings on their websites within five days and retain them for at least three years.

• Requires licensing authorities to post all final decisions, orders, and actions taken within five days of meetings and retain them online for at least three years, except where prohibited by sections 32-3214 and 41-1092.09.

• Directs the Department of Administration to study the costs of audiovisual recordings for all licensing authority meetings, including equipment, software, website hosting, and options for a centralized website, with findings due by October 1, 2018.

• Takes effect December 31, 2018, with the Department of Administration study provision repealing September 30, 2019.
