Adds comprehensive definition of "electric bicycle" to Arizona law, establishing three classes based on motor assistance and top speed: Class 1 (assistance up to 20 mph), Class 2 (motor-only propulsion up to 20 mph), and Class 3 (assistance up to 28 mph), all with motors under 750 watts.

Grants electric bicycle operators the same rights, privileges, and duties as traditional bicycle riders, and exempts electric bicycles from vehicle registration, licensing, title requirements, vehicle license tax, and driver license requirements.

Requires manufacturers and distributors to affix permanent labels to electric bicycles by January 1, 2019, displaying classification number, top assisted speed, and motor wattage in at least 9-point type.

Allows Class 1 and Class 2 electric bicycles on bicycle and multiuse paths unless prohibited by local authorities; restricts Class 3 electric bicycles from paths unless within/adjacent to highways or approved by local authorities.

Clarifies that electric bicycles are excluded from motorized gas-powered bicycle regulations and are not subject to vehicle-related provisions of title 28.
