Waives penalties prescribed by Arizona Revised Statutes section 41-1279.07, subsection H for La Paz County's excess expenditures of local revenues in fiscal years 2013-2014 through 2017-2018.

Requires La Paz County to submit expenditure reports, financial and compliance audits, and any notices of pending financial statement filing to legislative leadership within ten months after the close of each fiscal year for fiscal years 2018-2019 through 2022-2023.

Authorizes the Senate Finance Committee or House Ways and Means Committee chairperson to hold a hearing to determine compliance with reporting requirements if deemed necessary.

Prohibits La Paz County from seeking a legislative waiver of penalties for excess expenditures of local revenues for a minimum of five years from the effective date of this act.

Effective retroactively from and after June 30, 2013.
