Urges Congress to immediately reauthorize Secure Rural Schools and Community Self-Determination Act (SRS) funding for fiscal years 2019 and 2020.

Acknowledges that rural communities and schools near national forests historically relied on timber harvest receipts for education and road funding before federal restrictions reduced timber harvests in the 1980s.

Notes that SRS was enacted in 2000 to stabilize transition payments to counties and schools after timber revenue declined, and that Congress's failure to reauthorize funding for fiscal years 2014, 2015, and other years created budgetary shortfalls.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President, Congress leadership, and all Arizona members of Congress.
