Urges the President of the United States to constructively and swiftly negotiate modifications to the North American Free Trade Agreement (NAFTA) to strengthen and modernize it while maintaining its trilateral nature between Canada, Mexico, and the United States.

Requests Congress swiftly ratify and certify the new NAFTA terms to reduce business uncertainty and maintain global competitiveness of Arizona businesses and citizens.

Cites that one in five Arizona jobs are linked to trade, with over 236,000 jobs in 2014 relying on trade with Canada and Mexico, and notes Arizona had $15.7 billion in combined trade with Mexico and $3.5 billion with Canada in 2016.

Notes that 3.8 million annual Mexican visitors generate $7.3 million per day in spending (66% of visitor expenditures), with annual economic impact from Mexican and Canadian visitors totaling $5 billion.

Directs Arizona's Secretary of State to transmit copies of the memorial to the President, U.S. Trade Representative, congressional leadership, and Arizona's congressional delegation.
