Proposes constitutional amendment to Article IV, Part 1, Section 1 of the Arizona Constitution relating to initiative measures.

Adds requirement that every initiative measure must embrace only one subject and matters properly connected therewith, with the subject expressed in the title; measures not complying with this requirement become void as to the non-compliant portions.

Changes terminology from "per centum" to "percent" for signature requirements on initiative and referendum petitions.

Requires submission of this proposition to voters at the next general election as provided by Article XXI of the Arizona Constitution.
