Proposes constitutional amendment to Article II, Section 34 to clarify that the state and municipal corporations have the right to engage in industrial pursuits that serve a public purpose.

Amends Article XIII, Section 5 to make municipal corporations' right to engage in business or enterprise subject to the limitations in Article II, Section 34.

Changes Article XIII, Section 5 language from "which" to "that" and removes comma after "firm" for grammatical consistency.

Requires submission of this proposition to voters at the next general election as provided by Article XXI of the Arizona Constitution.
