Repeals sections 15-751, 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language learner programs.

Requires identification of primary/home language for all new students and English language proficiency assessment for students whose primary language is not English, with the state to fund assessment purchases and scoring materials.

Mandates the state board of education develop and adopt research-based models of structured English immersion programs, with a minimum of four hours per day of English language development in the first year a student is classified as an English language learner.

Allows school districts and charter schools to establish dual-language immersion programs for both native and non-native English speakers and directs them to provide effective instructional methods while soliciting community and stakeholder input.

Submits the measure to Arizona voters at the next general election for approval.
